Pre Crisis: George Emmett was the commissioner of the Midway City Police. He provided Hawkman and Hawkgirl with their cover stories and saw to it that they became curators of the Midway City Musuem. Post Crisis: George Emmett was the superintendent of Chicago Police Department. He cooperated with Hawkman and Hawkwoman.
