Officer Fred Chyre

Officer, then Detective, Fred Chyre was a long-time policeman in the Keystone City Police Department. Hot-headed and stubborn, it took Chyre a while to advance in the department. He had a daughter, Julie, who had joined the department but was murdered in her home. Chyre and Detective Jared Morillo were partnered together and were placed in the newly-created Department of Metahuman Hostility.
