An actor named Paul Sloan was hired by Batman's enemies to take Two-Face's place in a scheme to kill Batman. Two-Face had declined to join them when his coin landed on its non-scarred side. When the real Two-Face learned of Sloan's impersonation, he captured and tortured Sloan, leaving him for dead. The Scarecrow volunteered to dispose of Sloan, but instead used him in his fear experiments. Sloan created the identity of The Charlatan, and then attempted to kill the villains one-by-one. However, when he finally encountered Batman, it was revealed that he was never out for revenge. His goal was to draw out and kill Batman, so that he could prove himself a worthy successor to Two-Face.
