Escaped mental patient Vanessa Kingsbury, aka Shrike, was recruited by the Overmaster into the Cadre and imbued with the powers of flight and a penetrating shriek. At some point she was inducted into the Suicide Squad and was killed in battle. In 2010 she was resurrected into the Black Lantern Corps.
