Thomas Richards was originally imprisoned for the murder of his wife. When he was found in the prison by Rick Grimes' group, he claimed he was convicted for tax fraud. They soon learned that Thomas was a psychopath, who decapitated Rachel and Susie Greene, and attempted to kill Andrea and Patricia.
