The radio operator known as 4K-11, whose real name is unchronicled, is an agent with a group of high-tech terrorists. He was captured by Federal Men agents Steve Carson and Ralph Ventor. However, 4K-11 escaped his imprisonment and tried to kill Ventor, an attempt thwarted by the timely intervention of Tribune reporter Jean Dennis.
