Felix the Cat's nephew

He is Felix the Cat's third nephew (brother of Inky and Winky). He made his first appearance in the short Flim Flam Films (1927). Originally known as Felix IV and Harry. (Additionally, his name "Dinky" was temporarily inherited by his brother Winky in the comics of the 1950s–1960s and in German and Italian comics).
