Dan Bowers is a powerful racketeer arrested by radio-squad officers Sandy Kean and Jimmy Trent. Bowers had a far reach, with his control extending to many powerful officials, including judges, jury members, jail officials and even the chief of Kean's unit and Kean's partner Trent. Bowers was arrested again and presumably found guilty thanks to Kean's diligence and a timely intervention from the governor working to remove crooked officials.
