Police Commissioner Bailey

Police Commissioner Bailey is the head of the police department of a city whose force includes a radio-squad of which Sandy Kean serves as an officer. His daughter, Doris, was captured by members of the Purple Tiger Gang on orders of their eponymous leader. Bailey aided Kean in her rescue including providing timely intervention, which prevented Kean from being fatally shot.
