According to Greg Theakston from interviews with Joe Simon, if a Timely issue has a cover by Simon and/or Kirby, then Simon edited it. This means that Simon was editing this title as part of his freelance editing duties by no later than this issue, although he may have started as early as #10, the issue that came out during the same month as Red Raven Comics #1.
