Synopsis
On returning to Starfish Island, Green Arrow finds it far more hostile than before and soon clashes with his old foe, Count Vertigo. Amid the conflict, they save each other’s lives, prompting Vertigo to leave the D.E.O. and seek to reclaim and restore his fractured homeland.
