Synopsis

A deranged scientist steals from his half-brother the blueprints for a flame gun and a formula that could create an impenetrable purple fog that be solidified into a wall. As the Vulture, he operates out of "The Black City in the Sky" to create a difficult time for the United States until he comes face to face with Lash Lightning.
