Synopsis
Picard has made use of the Faundori to build a new fleet of starships for the Empire, which draws the attention of Worf and the Klingons. Picard appeals to Admiral Nechayev for the resources to power the new fleet, but Nechayev challenges Picard to find the resources on his own, or she will take control of the fleet from Picard.
