Synopsis

Mr. Axis uses every trick in the book, including the kidnapping of Mr. Hardee, in order to stop the signing of the Rumbian Rubber Agreement, which would assure ample supplies of rubber for America's defense needs.

Notes

While this numbering shift from v2#4 (10) to v3#9 (11) seems abrupt and strange, Frank Motler observes that v3#9 is the indicia volume and issue number that this month's issue of Cat-Man Comics should have had, while the Cat-Man Comics issue from this month is v2#6 (19). If one assigns v2#5 to the month during which Cat-Man published an issue but Captain Aero does not, then it appears that Captain Aero and Cat-Man simply switched indicia numbering.
