Synopsis
An international terrorist named the Freelancer holds New York City hostage for $10,000,000 or he will ram the ferry he's on into a docked nuclear submarine, blowing up the city. Only the Web -- who's on board the ferry in his civilian identity -- and the Jaguar have any hopes of stopping the madman.

This is the last issue of the series. This issue was completed and slated for publication in issue #12 (per the letters page) before Rich Buckler left the editor position, hence his editor credit on the splash page.
