Synopsis
The Joker and thugs comes to Canada and starts stealing rare geography books across the country,Batman confronts him at the Canadian National Exhibition but Joker escapes. Batman enlists the help of some local teens,the trio travel to Edmonton via the Batplane then visit a Zellars for clothes before tracking Joker to the Calgary Stampede where Joker declared to the audience that he owned all of north america from a rare land grant hidden inside one of the rare books. Batman thwarts Joker's plan stating the land grant expired the previous day then proceeds to apprehend Joker.

Notes
The indicia lists it being published by DC with the normal New York City address, but was presumably distributed only in Canada.
There is no title in the indicia; using the cover title (adding a colon between parts).
There is also a French-Canadian version of this, see: Batman: Une Lecture de Bon Conseil (DC, 1992 series).
As there is no indicia title, Overstreet, which uses indicia title as standard, identifies this as "Batman: Canadian Multiculturalism Custom" in the Promotional Comics tab. They make no mention or distinction between the English and French language editions.
The price box says "$1.25 9981-4329 VALUE WITH FILLER PAPER $.29 9981-4337". The 'filler paper' was a package of 50 sheets of Zellars branded lined school paper. This comic was located in the school supply section of the store beside the paper and only sold during the back to school sale season (late July-August). The advertisements in the comic all include coupons on the bottom for use in Zellars stores.
