For some reason, the stories are presented here out of order, which confuses the major plotline. "Soul of the City," "Metropolis Is Burning," and "Kith and Kin, Part 2" should have appeared AFTER "Lana's Story," in the order these stories were originally published, as those three stories reflect Luthor having already won the presidency.
