Synopsis

Popeye needs the feathers of a bird called the Upp, he will use them to make flies for fishing, the flies are to lure a Denizen of the Deep. This bird has captured Popeye, who sits inside its nest high atop a mountain peak. Down below Wimpy and Olive Oyl await anxiously for an outcome. The bird returns to Popeye and the two become locked in combat, resulting in the Upp losing most all its feathers. Swee'Pea down below gathers the feathers as they fall to the ground, down from Upp, so to speak. Parakeets Flip and Flap speak to Swee'Pea, telling him how to prepare a lure called a Phooey Fly.
