Synopsis

Batman learns that Gordon has been replaced by a Manhunter when the Commissioner attacks him, then escapes. Meanwhile, Robin disobeys orders by capturing the Scarecrow when he was only supposed to follow him. When the heroes reconnect, they follow Gordon to Arkham, where he plans to free the Floronic Man, one of the ten humans chosen for the Millennium event.
